How the Republic of Somaliland is governed: the executive, the legislature, the judiciary and local administrations.
The Republic of Somaliland is a constitutional republic with an elected President, a bicameral Parliament and an independent judiciary. Sovereignty rests with the people and is exercised through the institutions established by the Constitution.
The executive
Executive authority is exercised by the President, the Vice President and the Council of Ministers. The President is both head of state and head of government, elected directly by the people. Ministers lead government portfolios and are accountable for the delivery of their mandates.
The legislature
Parliament consists of two chambers: the House of Representatives (Golaha Wakiilada), whose 82 members are directly elected, and the House of Elders (Golaha Guurtida), whose 82 members represent the clans and safeguard tradition and stability. Parliament makes law, approves the national budget and oversees the executive.
The judiciary
The courts are independent and apply the Constitution and the laws of the Republic, from district and regional courts through the appeals courts to the Supreme Court, headed by the Chief Justice.
Regional and local government
Somaliland is organised into six regions — Maroodi Jeex, Awdal, Sahil, Togdheer, Sanaag and Sool — divided into districts, each with elected local councils responsible for local services and development planning.
