The 75th session of the Council of Ministers of the Republic of Somaliland, chaired by the Vice President of the Republic of Somaliland and Acting President, H.E. Mohamed Ali Aw Abdi, was held today at the Presidential Palace of the Republic of Somaliland.
The agenda items discussed at the 75th session included:
### 1. General Security Situation of the Country
The Minister of Internal Affairs and National Security of the Republic of Somaliland, Hon. Abdalle Mohamed Arab, briefed the Council on the security and stability situation of the country, emphasizing that maintaining national security is the foundation of stability, sovereignty, and development of Somaliland.
The Minister confirmed that the overall security situation in the country is good, and that the National Security Agencies are fully prepared to protect peace, law and order, and national unity, while further strengthening cooperation among national security agencies and the vigilance of the Somaliland public.
### 2. First Reading of the Somaliland Corrections Forces Act
The Minister of Justice of the Republic of Somaliland, Hon. Yoonis Ahmed Yoonis, and the Deputy Attorney General and Acting Attorney General, Hon. Mubarak Mahmoud Abdi (Fallaag), provided the Council with detailed information on the importance and purpose of the Somaliland Corrections Forces Act.
The Minister of Justice noted that the Ministry has completed this Act, which is an important law for the nation, and that the Corrections Forces have long needed it, as it is a law mandated by Article 124 of the Constitution of the Republic of Somaliland. The Minister explained the purpose of the Act, which is the administration of the Corrections Forces, the definition of its structure, powers, duties, responsibilities, rights, the disciplinary process, and the code of conduct for members of the Corrections Forces.
The Minister requested the Council to include the First Reading of the Somaliland Corrections Forces Act in its agenda and to incorporate their recommendations.
### 3. El Niño Rains, Their Expected Impact on Somaliland, and the Preparedness Required from Relevant Government Agencies
The Council of Ministers of the Republic of Somaliland discussed the forecasted rains resulting from the El Niño phenomenon (a climate event), and the risks this situation may pose to the country, particularly to the environment, livestock, agriculture, and vulnerable communities.
The Minister of Environment and Climate Change, Hon. Abdillahi Osman (Geeljire), and the Minister of Agricultural Development, Hon. Adam Gedi Qayad, presented reports to the Council on the impact of El Niño, the climate situation, and the preparedness required from relevant agencies to reduce the risks of flash floods, flooding, and damage that may result from heavy rains.
The Government of the Republic of Somaliland calls on the public to remain vigilant, prepared, and cooperative, while urging relevant agencies to take the necessary measures to deal with this situation.

The Council of Ministers of the Republic of Somaliland discussed today the security, economic, and commercial impact of the Bab el-Mandeb Strait situation and Middle East conflicts on Somaliland, particularly in the areas of maritime security, trade flows, ports, and the national economy.
