16 September 2026 - Washington, D.C. President Cirro met with Congressman Brian Mast (Chairman, House Foreign Affairs Committee) and Senator Mike Rounds to discuss strategic cooperation, security, and economic partnership.
The President of the Republic of Somaliland, H.E. Abdirahman Mohamed Abdillahi (Cirro), on the second day of his Capitol Hill meetings in Washington, D.C., held separate meetings with Congressman Brian Mast (R–Florida), Chairman of the House Foreign Affairs Committee, and Senator Mike Rounds (R–SD).
It is worth noting that both officials authored legislation serving Somaliland''s interests, namely: the Somaliland Partnership Act (S. 3861) introduced by Senator Mike Rounds on March 17, 2022, and the Department of State Policy Provisions Act (H.R. 5300) introduced by Congressman Brian Mast (R–Florida) on September 11, 2025.
The meetings focused on strengthening cooperation and strategic partnership between Somaliland and the United States, particularly in the areas of regional security and stability, maritime security, the Gulf of Aden and the Red Sea, as well as trade, investment, and economic cooperation opportunities for both sides.
President Abdirahman Cirro specifically briefed the members of Congress on the geographic, strategic, and economic importance of Somaliland, located along the vital maritime route of the Gulf of Aden and the Red Sea. The President described how deep cooperation between Somaliland and the United States could significantly contribute to strengthening regional security, protecting international trade flows, and advancing the economic interests of both sides.
Furthermore, the President underscored that Somaliland believes in and practices the values and principles upon which the United States is founded: freedom, democracy, security and stability, development, and the protection of human rights.
He noted that these shared values are an important foundation for building a sustainable strategic partnership based on trust, shared interests, and a long-term vision.
The President''s visit to Capitol Hill also provided an important opportunity to directly share with the U.S. policy and legislative branches Somaliland''s perspectives, interests, and strategic opportunities, while building new relationships and mutual understanding based on cooperation in security, trade, investment, development, and regional stability.
