15 September 2026 — Washington D.C. President Cirro delivered a historic address at the Hudson Institute on Somaliland as a strategic partner in the Horn of Africa, covering security, the Red Sea, democracy, and recognition.
The President of the Republic of Somaliland, H.E. Abdirahman Mohamed Abdillahi (Cirro), delivered a historic address covering many dimensions at the Hudson Institute, a leading international research, policy, and strategy think tank in Washington D.C.
The Hudson Institute, a global center of research, political and strategic influence that has long shaped American debates on national security, defense, foreign policy, and the international order, has previously hosted leaders and world-renowned figures including former U.S. President Ronald Reagan, former U.S. Vice Presidents Mike Pence and Dick Cheney, Israeli Prime Minister Benjamin Netanyahu, former Japanese Prime Minister Shinzo Abe, and former U.S. Secretaries of State Henry Kissinger, George Shultz, and Mike Pompeo.
The President''s address, titled "Somaliland as a Strategic Partner in the Horn of Africa," focused on the Republic of Somaliland''s vision for regional security in the Horn of Africa, the stability of the Red Sea and the Gulf of Aden, strategic cooperation, trade and investment, and the role Somaliland can play in advancing the shared interests of the United States and its allies.
President Abdirahman Cirro stated that for more than thirty years, Somaliland has built a functioning government, capable national institutions, a growing economy, and a free market. He also noted that the Republic of Somaliland has held multiple elections that were free and fair, with peaceful transfers of power.
The President clearly highlighted that for more than twenty years, no terrorist attacks have occurred within Somaliland, and the nation has succeeded in protecting its territory and coastlines from extremism and piracy. He underscored that the Republic of Somaliland has achieved tangible results without international recognition.
When speaking about the legal and historical right of Somaliland''s sovereignty, the President said:
> "Somaliland does not want to redraw its borders and break away from Somalia; it wants to return to the borders it previously had."
> "The debate is not about secession, but rather it is about the collapse of the union that they voluntarily entered into, and the re-establishment of statehood that they had before the union they joined in 1960."
The President noted that since Somaliland reclaimed its independence, geopolitical changes around the world and in the Horn of Africa have further strengthened the convergence of shared interests between Somaliland and the United States.
Regarding Somalia, the President said:
> "The Government of Somalia is opposing Somaliland''s sovereignty and using its power to undermine regional stability in the Horn of Africa. Somalia is not capable of managing the affairs of its own country; they have independence but cannot govern their country."
The President clearly emphasized the security and stability present in Somaliland and how the United States can rely on Somaliland, stating:
> "35 years ago, Somaliland did not invite American troops to fight wars; its people and beaches were not used as battlegrounds for American enemies. Somaliland has never been and will never be a threat to America."
The President of Somaliland stood at the critical juncture of Somaliland''s location along the world''s most strategic waterways and shipping lanes, enabling the United States to have a reliable partner in the region, giving it the power to protect its vital interests without relying on a single side.
He underscored that Somaliland presents the United States with an opportunity and a reliable partner it currently does not have on this coast.
Furthermore, the President specifically noted that Israel''s recognition reflects a new shift toward the Horn of Africa, as governments move beyond outdated diplomatic practices, basing their assessments on shared security interests.
The President emphasized that Somaliland and Israel are two democratic nations on opposite shores of the Red Sea, both working toward stability, prosperity, and security in the Horn of Africa and the Middle East.
The President''s address at the Hudson Institute strengthens the diplomatic efforts of the Republic of Somaliland and its hopes that the international community truly understands its historical journey, the aspirations of its people, its democratic system, and the geographic and strategic importance Somaliland holds for the world.
The address was a clear message to Washington and Somaliland''s friends: Somaliland is ready for strategic partnership based on shared interests, mutual respect, peace, security, and sustainable development.
